Public appeal regarding the information security of the media space in the Republic of Moldova

In the context of the launching of the war in Ukraine by the Russian Federation and the establishment of the state of emergency on the territory of the Republic of Moldova, the non-governmental organizations in the field of mass media appeal to the authorities to ensure the real protection of the information space of the state by preventing and appropriately sanctioning attempts to misinformation from outside. The current situation and security crisis in the region dictates the need to take urgent measures to protect the citizens of our country from the harmful influence of pro-Kremlin propaganda and disinformation. These measures are necessary to exclude the possibility that the subversive centers in the Russian Federation will intensify and expand their means of media aggression in order to destabilize the social-political situation and harm the informational security of the Republic of Moldova. The media productions originating in the Russian Federation, distributed including on February 24, 2022 in the broadcast and through the web pages of television stations from the Republic of Moldova that rebroadcast channels with a pro-Kremlin editorial policy, distort reality, manipulate and misinform, being capable of inducing panic, social tensions or conflicts. Measures to prevent, detect and counter complex and persistent threats to the information security of the Republic of Moldova can only be undertaken under the condition of the existence and functioning of well-defined legal instruments and methods, as well as effective collaboration mechanisms. Thus, the non-governmental organizations in the media field request the Parliament and the Broadcasting Council, as well as other authorities with competences in the field of state information security: ▪ to establish and implement effective monitoring and control mechanisms to reduce possible informational challenges and protect society by the attempts of disinformation and/or manipulative information from the Russian Federation; ▪ to counter through effective sanctions the toxic practices of some media service providers that transmit disinformation and propagandistic messages with reference to the geopolitical situation and conflicts, incite inter-ethnic hatred and promote war, including by prohibiting the broadcasting/retransmission in the Republic of Moldova of these media channels, after the Baltic States model; ▪ to ensure conditions and safety for the operation in appropriate conditions, without internal or external interference, of independent mass media institutions that ensure citizens' free access to objective and balanced information. In the same vein, we ask the media and journalists from the Republic of Moldova to contribute to verifying and disproving false information and distorted interpretations of the events related to the military conflict in Ukraine, in order to reduce their negative effects and contribute to correct information and impartiality of consumers of media products.
