Journalists on a study tour to the north of Moldova

 On April 2, 2014, a group of 15 journalists and bloggers visited several places where development projects were being implemented under the sponsorship of North Regional Development Agency (Rom: ADR Nord). Journalists travelled all over the north of Moldova, documented themselves and communicated with the managers and beneficiaries of regional development projects.

The first destination was the project Repairing the local road segment L-37 Lipcani-Bălăsinești-Corjeuți-Tîrnova”, within which 7.7 km of road had been repaired, crossing Corjeuți village (Briceni) and reaching Trinca village (Edineț). The Mayor of Corjeuţi village, Victor Andronic, said the road built during the Soviet times had never been repaired: „Apart from the road, two old bridges have been rehabilitated alongside the way. The village has 7700 inhabitants, there are 630 tractors, 430 minibuses and around five thousand cars, we have minibuses which travel from the village till Paris on a daily basis, as many our village inhabitants work in the capital of the French Republic. Thus, the reparation of this road was more than necessary, and the investment is extremely valuable”. The rehabilitation works lasted from September 2012 till December 2013, and the total value of the project amounted to 51 million 270 thousand MDL, money allocated by National Regional Development Fund. The inhabitants have also contributed to the performance of other works, and now they rejoice the quality of the renovated road.

The second project visited by the journalists was „Inauguration of the business incubator in Larga commune - an important factor in the activities related to regional youth engagement”. The commune Larga, district Briceni, hosted the inauguration of the first business incubator from the rural environment in Republic of Moldova. Here, all economic agents from the concerned district benefit from consultancy and training on entrepreneurship. Elena Bejenaru, manager of incubator, proudly speaks about the implementation of this project: „Everyone was wondering how a business incubator could exist in a village. We have proven that it is possible. At present, eight economic agents operate here, providing various services: courses of English language, clothes tailoring, shoes’ repairing, hair-dressing and manicure, marriage services. Here, they do not pay for the electric power, or for Internet. They pay only for the rent, which represents 30% in the first year, 50% - in the second year, and 80% of the costs - in the third year”. Avelina Cernopischi, one of the incubator’s residents, is teaching English language to the children from Larga commune, and she has only started: „At the moment, English language courses are attended only by several children, but the charge is not big at al land we hope to extend the business”. The costs of this project amounted to 4,846,910 MDL, money which has been provided by National Regional Development Fund and local authorities.

The third target of the study tour was the project „Cultural intersections”, under which the Cultural House from Băhrinești village, Floreşti district, had been refurbished. The mayor of Băhrineşti village, Mrs. Feodosia Bunescu, says they have been very lucky to obtain the financing for this project, since culture is not a priority sector of regional development projects. „The Cultural House was in a disastrous condition, and no activities could be developed in it. Now we can be proud of a school of violin, choreography ensemble, vocal ensemble, and a group of local women, who are sowing table cloths which can be purchased from us. We even have a small hotel for the guests visiting us during our cultural events”. The director of North Regional Development Agency, Mr. Ion Bodrug, regards the Băhrinești project as a success story which contributes to the enhanced attractiveness of this place and which should inspire other mayors to be similarly active in order to access funds for the development of their localities. The total value of the project represents 2,542,900 MDL, and the financial means have been provided by National Regional Development Fund and Social Investment Fund from Moldova (FISM).

The study tour was organized under the project ”Integrated efforts for promoting regional development in mass-media’s agenda”, financed by the German International Cooperation Agency (GIZ) and basing on a partnership and collaboration agreement, endorsed by API and the Ministry of Regional Development and Constructions.
